Very poor HD7990 performance

Yes to both. It was very minimal but I'm pretty sensitive to it. It was smooth as butter on Crossfire with Windows 7 64 but I wanted to move to Windows 8 64 for BF4 (which now plays a lot better....)

Just something you could maybe try when you next play bf3. Open up the game console and type RenderDevice.ForceRenderAheadLimit 1 and hit enter.

I wonder if your aging cpu has anything to do with it. Are you at 1080p?
 
Whats the point in 7990 if you don't enable crossfire.

Well if its causing stutter then it makes sense to disable it. At least he still has a 7970 to run bf3 smoothly which is more than enough. I'm pretty sensitive to stutter myself though and for me bf3 is so smooth i run my 7950's at stock without them breaking sweat.
 
I'll try the console command. The CPU is only at 30%-40% and only reaches 50% in BF4 with both GPUs running at 90%+ so no problem there.

Well I've seen other people with that cpu report similar issues. Slight bottlenecking (not always 99% usage on both gpu's) and a little stutter as a result of that.
