Very Slow Windows (CPU @ 100%)

Been using my 2nd PC recently, its not a super computer but it has been really slow today. Was organising my start menu folder and it ridiculous! It would up to 5 seconds to highlight a folder or shortcut, took me about 20mins to do a <5min job. Looked at task manager and the CPU was constantly at 100% - have NOD32 and S S&D running in the back ground, none of which said there was a problem. Anyone have any ideas?

Running Vista 32bit/AMD 3200+/1GB
 
Hhhmmm it seems to have vanished! Tried doing the same task but CPU useage has gone right back down, weird.
 
perhaps vista was doing one of the following..

indexing
windows defender real-time scanning (disable this to get a speed boost, especially on old pc's)
superfetch
defrag
windows updates
 
This is getting strange, i know Vista can fanny about with transfering files but this is SLOW. Tried copying some files from a drive to flash (which some of is been used for Readyboost) and it was going at 200k/sec. Thought maybe because drive was in use (downloading something onto it) so tried from C: to flash and its settled at 67k/sec :o. This is a 4GB Corsair Voyager. Is it because it is been used for readyboost?
