Very strange problem on new system

Hi guys, I recently puchased a new system that was pre-made for me, it's an asus system with a e5200, ati 4850, the problem is when I use the scroll whell on my mouse to scroll up and down a web page my video card makes a strange buzzing noise and the fan slows down, if I scroll the wheel up and down really fast the fan almost stops spinning, strange problem I know, any advice ?

The the one that came with the system, it's an ASUS 250w PSU, this is the system I purchased - http://www.overclockers.co.uk/showproduct.php?prodid=FS-172-OK&groupid=43&catid=1078&subcat= and they installed this card into it for me - http://www.overclockers.co.uk/showproduct.php?prodid=GX-168-AS&groupid=701&catid=56&subcat=938

I asked if the PSU would be good enougth and say said it should be fine.

Yeah, the 4850 should need 400W minimum.

I'm suprised they actually installed the card knowing the wattage of the PSU was that low and then told you it would be fine.

If it's doing that on a web page what's it like when playing a game? Have you tried it?
