Very Strange problem with 2 PSU's

Hi

About a month ago my Hiper 580 PSU started making a high freqency ringing noise all the time (on or off, but still works fine) but now my brothers PC with a Hiper 430 watt PSU has started making the exact same noise, exept his pc wont even turn on anymore!

Both PSUs are approx 18-24 months old (cant remember)

Can anyone suggest anything? Im an electrician and ive checked the voltage ect in the house, all ok. I cant think of anything else???
 
Have you tried looking inside the 430W PSU? Maybe you could see if anything has blown in there. If its making weird noises, you might wanna take it out just in case it does blow. Could be that you have PSUs that are from the same dodgy batch that everyone bought 18 or so months ago.
