Very strange YouTube stuttering when windows is scaled to 200%

This is a very specific issue and I'm really hoping someone has an answer.

When I'm watching YouTube any faster than normal speed is stutters, it's NOT a buffering issue as the grey bar is far ahead of where the video is

This ONLY happens when Windows 10 is scaled at 200%, when it's set to 220% and 175%... no issues

This ONLY happens when it's on any other speed apart from normal speed.

I noticed this started to happen in early 2020 and I'm on a Nividia RTX 3060 (i7-6700)

I would like a solution because 220% is too large and 175% the writing is too small for my eye sight. I'm on a 4k set
 
It's worth giving it a go just to see what happens. Another thing to test is if it happens on the Intel IGP too, I believe the 6700 should have VP9 decoding which is what YouTube uses.

Ok, but no suggestions to fix this in Chrome? I'm not going to switch to Firefox or use my IGP when I use my 3060 to watch HDR videos in YouTube
 
What youtube video quality you are viewed at? 1080p, 1440p or 4K?

Right click on video to see if it run on AV1 codec.

All videos ran on AV1 codec tested at 1080p quality worked fine at 200% scaled, there was no shuttering on Chrome.

Are you run latest Chrome version 180.0.5359.95?

It's to see if the issue is either with Chrome or your 3060. I'm just trying to help you find the cause of the problem. Once we know the cause then we can work out how to fix it.

Ah ok, i'm pretty sure is either a setting on the video drivers or chrome as the same thing was happening with my 2060 before I swapped it out. But sure I'll test what you suggested
 
I use Windows 11 desktop at 1080p with 175% scaled, I been used same custom settings since Windows 8. Now I tested settings system/display at 200% scaled when on 4K DSR resolution watched youtube 1080p, 1440p and 4K videos at 2X playback speed. All videos was smoothly and zero shuttering.
