As shown in this review by HUB, the testing process was designed by VESA to purposefully allow bad monitors to achieve HDR certification without actually testing real HDR capability
Most of us in here know not to pay attention to the HDR number and instead read the reviews and focus on the actual tech and how many FALD zones there are. If there aren't any and the monitor isn't OLED then we ignore the HDR functionality of the monitor, basically.
