Good morning my vetroo v5 120mm rgb fan is faulty and would like just to replace the fan with same or similar 120mm argb fan .Any reconmedations as few i have seen only have max 1100PRM and the one that came with vetroov5 had max 1700rpm. would like something similar

You need a high static pressure fan which usually runs faster the 1100rpm is probably a case fan.
This is a good fan for the money but is does run faster at full speed 2200 rpm but you should be able to set max speed in the bios to your liking.
