VGA BIOS

Can anyone tell me what VGA BIOS is. ive just fitted the zalman vf 1000 cooler put everything back together and thats come up on the LCD poster... Wont boot past it.

Try reseating your graphics card? Check power connections.

tried all the also tried moving it to another slot. still get that coming up. Could it be the 4890?
