Victorian windows - not totally sealed.

I have a draft/draught coming from my windows and i am looking for tips on how to seal up the small holes in the frame.

When i moved in, i did notice a bit of newspaper in the gaps but there must be a better way?
 
Depends if you will want to open the window again in the future?

If you do then use the rubber strip. If not then just seal it up with sealant.
 
Using sealant will block up the window but you won't be able to open it without peeling the silicone off again. If you own the property then the only real fix is to replace or refurbish the window. Over the years it will have warped and moved slightly, hence the poor fit. I had a similar issue with some of my Edwardian casements recently. Do I stripped them all back to wood, planed some parts off that had expanded through water ingress, then adjusted the way they were screwed into the frame and re-painted and fitted some rubber draught excluding tape.

Or do you have sash windows?
 
I thought he meant sash windows. I know not to seal the window up!, but the outer frames themselves often have gaps that draught can get through.

I have recently done my frames downstairs as theyre wooden and were letting in a bit of a draught. They sell foam self adhesive draught strips that you stick on round the edges, just like the tape in the first like. They do white and brown. Its about £4 and you can do two sets of windows out of it.
