How does VID effect overclocking, my 45nm has VID of 1.28 which really high i read, my temps on the other hand have never gone above 53c even on stress test. Does that high VID mean running 4.0ghz at 1.4vcore is a bad idea or the chip simply wont do it?
 
VID affects overclocking in the sense that the VID is the default voltage required for the cpu to run at stock speeds. The higher it is, the higher you should need to raise it to get higher speeds. Obviously if you start out lower you'll (in theory) be able to get higher speeds for the same voltage.

I believe 1.28V isn't that high (my Q6600 has a VID of 1.325V :()

Not an expert on the E series, but I don't think 1.4V should be a problem for you.
