Video creation from jpgs

I've got a series of jpg images that I'd like to somehow animate into a video, can anyone recommend some software and a quick overview of how I'd do it?

download Mencoder

then run :
mencoder "mf://*.jpg" -o movie2.avi -ovc lavc -lavcopts vcodec=wmv2

You got a link to this? I can find an OSX version and GUI version but not sure which version I need for the command line interface
