Are all video editing/conversion sofware programs equal when it comes to performance?

Is the speed at which files are converted or transcoded based purely on how many core/threads your CPU has and how fast the clock speed? Or there any other factors to take into account?

Any recommendations regarding the best software for video editing/transcoding?
