Video editing software that supports Quicksync?

My friend wants to build a very tight budget PC for HD video rendering, so he plans to use the 2100 CPU and use Quicksync to render the vids. Question is he wants to know what software uses Quicksync? At the moment he is learning to use Sony Vegas.

QuickSync doesn't help with editing or rendering, it's for transcoding and in awful quality. x264 is the way to go for encoding.

Damn, thanks for that. Looks like I'll try spec him a cheap Athlon build or wait until he gets his budget properly sorted.
