Video editing software

Hi guys and galls. My brother's after some video editing software but I know nothing about it so I'd thought I'd ask some people far more superior to myself.

Basically he just makes silly films down the beach on a digital camera, sticks it in windows movie maker, edits it, and makes a funny video out of it. Nothing to professional then but he would like lots of 'silly' options if possible. He makes cartoons rather than professional quality movies.
Any ideas? (He doesn't mind paying for it if necessary)

One of the easiest programs to use is Pinnacle for video capturing ,editing & writing directly to disk . Has some good transitions and title effects and doesn't stretch the grey matter too much . I also like Movie Plus 4/5 by Serif & Sony Vegas .I bought my version of Pinnacle (v9) for only £29.00 ,which wasn't a bad price.
 
Thanks ricky. I dont think he'll need to burn it to disk, he just wants lots of effects if such a thing exists. Come to think of it i think he wants more of a toy than a program lol.
 
Well ,in that case I would definetly recomend Serif Movie Plus 5 . It has some spectacular effects ,you can use overlays and make picture in picture effects very easiely , you can make your movie move around the screen while playing in a perspective viewpoint and all sorts of other things and well worth the £49 .
