Video encoding PC mobo, cpu, Ram recommendation please

Hi guys, it has been a few years since my last build. Still very happy with my PC but my brother needs to upgrade his motherboard, cpu and ram to preferably an i7 with 12-16gb RAM (to take advantage of his hyperthreaded programs). His old core 2 quad is starting to struggle.

Already have a decent Psu, case etc and may be tempted to get him a Samsung Evo SSD C drive for his birthday. Have a windows 7 64 bit CD legit.

He will be running in a hot room 24/7 so no overclocking: looking for stability so I don't have to go over to fix it.

Please recommended a cheap but reliable motherboard, Cpu and RAM to run at stock. Lastly, if it is worth waiting a few months for Skylake to drop prices on current tech he could wait. Budget <£400

Wow, thanks for the quick responses guys :)

I have never used the Teamgroup Vulcan RAM before: I presume it has a reasonable reputation if running at stock? I have had a couple of budget Gigabyte boards in the past without trouble so that all looks great.
