Video enhancement?

Hi guys

We're all familiar with improving photographs but does anyone know anything about improving poor quality video?
Things like sharpening, contrast, removing colour casts, getting rid of dust marks etc etc.

It could be done frame by frame but that would take eons...are there any other methods?

of course....most of the editing programs I have used have filters to improve video
premiere and studio 11 are the 2 I have used the most, both have sharpen filters, noise filters etc. etc.

Or you can use freebie software like AVISynth or VirtualDub.
