I've always been able to forward ports properly, but the last month when checking on portchecker its showing as being closed, I doubt there's a problem with the site so i'll let you know what steps i've took.

Windows firewall is off
Ports are forwarded on router

Software that I'm using :
AVG anti-virus free
Ad-Aware
Peerblock
Microsoft security essentials
I thought it could be peerblock but when I close it down it's still showing as blocked

Is there anywhere else I could check to sort it out?

what router do you have?

does that radio button let you enable/disable the forward?

ie, it might be setup, but disabled..

Is there anything actually listening on the port your forwarding too?

try running NETSTAT -NAO from a command prompt to see if the application your using is really listening on that port.

I actually work for virginmedia and we dont block ports, It may be worth checking the address you have specified"192.168.1.10" is actually assigned to your server, Im assuming you have a static IP set uip. further to that you may need to select the radio button to enable the port forward.
