Neither, from a quick look on Google Winbuntu is just themed ubuntu to look like Windows 7, (and hasn't been updated in quite a while).

But like usual you haven't provided anywhere near enough information to really comment on.

Winbuntu is Ubuntu that has a windows theme so it looks and feels like windows.
It is not a virtual machine.
