I need a new virtual phone number I can have pointed to a mobile phone.

From what I have seen I have buy the number, pay a monthly rental and then pay to receive the calls.

Are there any companies that do not charge you to receive the calls?
 
The closest thing I can think of to what you want is virtual office call divert. This assigns you a telephone number (local or 0845), which diverts to your mobile. You pay per month, plus you pay for the diverted call.

Depending on where you are, there may be a local company that does it.

Those 070 numbers cost an absolute fortune to dial though! Sometimes £2 for less than 30 seconds from mobiles.

How much do these calls cost?
BT stipulates that calls to 070 numbers will not cost more than 51p per minute, with a maximum call connection fee of 51p, while calls to personal numbers with Primus Saver cost between 9.79p and 48.94p a minute as well as a one-off call connection fee.
 
Skype might have something like this, I know you can pick a number from loads of places around the world.

I think you can then forward it on.

Would be a proper geographic number.
