can you use W11 for Virtual machines and virtualise the GPU?

It should do. Hyper-v is supposed to support GPU passthrough.

Hyper-V GPU passthrough allows VMs to access the host’s GPU directly. Configure it to enable using a physical video card in a VM’s guest operating system.

Also VMware Workstation Pro is now free from VMware so you can just install that and it has more compatibility, etc. than HyperV.
