vista 32bit not picking up graphics card?

Im using a crap pc for now as im repairing my main core i7 rig. Its a p4 3.2 with 1 gb of ram and a 4870x2. vista is just unaware my graphics card is in. i can get into windows and stuff. If i go to device manager the display tab is missing?
 
Download the latest from ATI for the operating system being used.
Check the BIOS to disable on-board gpu.
 
I have tried to install the drivers and they dont work. I think you guys are missing the point. Vista doesnt recongnise i have a graphic card installed even though i can boot into windows
 
my board has on board vga not sure how to turn it off i have been into the bios and their doesnt seem to be a way to turn it off.
