I read somewhere that there was a Vista update that made it better at accessing larger quantities of RAM, is this true? Or will Vista 32bit still only be able to access 3(.25)GB RAM?

There is no such update that does such a thing!

All SP2 does is enables Vista32 to report 4GB ram but of course it will only use 3-3.5 depending on your gfx card.

Windows 7 32bit tells you you have 4GB and also says how much can be used.

Previous versions of windows will just show 3.25GB installed etc.

Pre SP1 under Vista - if you had 4GB of RAM installed it would actually tell you that you'd got 3.25GB of similar.
SP2 made it so that it said "4GB" - but it was purely a cosmetic thing.

If you have 4GB of RAM in your system, the only way the system will be able to address all off it is if you're using a fully functional 64-bit system which obviously in tails having a 64-bit operating system installed on the machine.

Yep... there's absolutely nothing that can be done in software. It's a hard limitation of a 32-bit system.
