I've just installed Vista 64-bit and am forever getting messages asking if i'm sure I want to continue, and to allow or not to allow, and that I dont have permission to perform certain tasks, is there anyway to get rid of this?

I am the only user on this PC and cant understand why I dont seem to have admin privileges.

Try this
Go to control panel/user accounts and turn off user account control.
then restart the comp.

Or you could do something much better: download tweakUAC and set to silent mode. All the benefits of IE protected mode and the virtual registry without the prompts.

The reason your not admin is because no user needs be admin, admin is for system tasks and configuration.

Admittadly Windows is a big mess and most things must be done as admin but it vastly reduces damage to the system from either igit users (of which 99% are) or nasties since they (without escalating their own permissions) can only execute things as users, and are limited to what they can do.

It's a good system they should have adopted years ago, but th implimentation is a bit poor, and users are too used to being lazy and able to do everything from their main user account.
