vista 64 bit setup.exe error

Hi all
have had system 2 weeks and have started getting a

"Setup.exe is not working" error when i try to uninstall any programs

have checked microsoft tech support site which has regcure, but this doesn't work with 64 bit

any solutions, advice ???
