vista 64 cpu not running half speed at idel????

since sp1 cpuz is showing my cpu running at full clock, which is 3.3ghz as its overclocked.
Now it used to report it at like 1.8 and it was great as i leave the thing on downloading at night, so any one know how to set it back to run at 1.8 at idel?
I remember once turning that option off but it still halfed the clock speed, maybe that was fixed in sp1?

Download the latest CPUz and see what it says. Its a setting in the BIOS thats allows the clock speed to drop (lower multi) but this can lead to an unstable OC.

its speedstep (eist & c1e) if i remember right, and you'd have them switched off with the OC
