If anyone suffers from the same problem in Vista where after a system restart
the control panel fails to open, then try this little workaround to overcome the problem.
Restart the computer
Hold F8 as system boots then select:
Last Known Good Configuration.
The system should then boot up..
I do this and the control panel works again.
If you are using the latest Nvidia forceware release 162.22 Nvidia do state that the control panel may take up to a minute to open after a restart.
Read the release notes on the Nvidia's UK site....
Nvidia knows of the problem but the "open after one minute" statement for my system is way off the mark...
