Vista Help - Possibly UAC problem

I have been asked to look at a laptop by a friend who was having problems. Unfortunately, It has Vista home premium on it, an OS which I have hardly used.
The initial symptoms were a black screen after logging on. After a bit of googling, I turned off UAC (I could only do this in safe mode btw) and this sorted the issue. The laptop now works fine and is fully functional.

So, I turned UAC back on, to make sure everything was ok, but problems still persist. I am only speculating here, due to my lack of vista knowledge, but it would seem that everytime the system would normally pop up the UAC prompt, nothing happens and the system hangs with the only way out being a ctrl+alt+del.

Examples:
If I type msconfig in the search box, it starts to do something, then nothing. From this point on, I cannot use the search box again, until I restart.
If I type cmd into the search box, then right click on it and choose "run as admin" nothing happens and the machine becomes unresponsive.
I am unable to change or modify any of the user accounts. Clicking a link in control panel just brings up the spinning circle, and I am forced to end control panel in the task manager.

All of the above work fine if I turn the user access control off, and/or if I run in safe mode

I have disabled all startup items, run a virus scan etc. but to no avail. Obviously I could just leave UAC turned off, but clearly there is something more to this and maybe one of you guys can help.

Any ideas ?
 
Sounds infected or damaged to me, run memory and drive diagnostics, if both come up clear then run malwarebytes in safe mode to start with.
 
Have you checked SP2 is installed and more recent updates also installed?

I saw this issue on a HP computer after installing Kaspersky 2009. But never found out if it was Kaspersky at fault, or the lack of updates. Took ages getting SP2 and more recent updates.

Also updated the onbaord graphics driver. But never reinstalled Kaspersky.
