All Windows licenses are per device.
However the difference between OEM & Retail is:

OEM - Install on one device, once you upgrade motherboard you need to buy a new license.
Retail - Install on one device, license can be transferred any number of times from machine to machine.

OEM will legally last you until your next major upgrade.
Retail will last you the lifetime of the OS.
