vista install before or after

Guy's im just about to build my new pc and i was just wondering and this maybe a silly question but should i install vista before i do my bulid so on my old setup or do it after the build.
if i do it before will it be setup on all my old gear or will it detect all my new cpu/ram etc after i do the new build.

In the past i put it all together with a formatted HD, then when it was all running, installed OS then

Build the pc, then put vista on. Especially if its the OEM.
