Can I later reinstall the pc with the 64bit version on the same licence?

Simple answer is No, not with that OEM Licence as that only allows you to install the 32bit version. If you want to go with 32bit at first then move to 64bit you'll need to buy the vista retail version:http://www.overclockers.co.uk/showproduct.php?prodid=SW-049-MS&groupid=33&catid=20&subcat= as that allows both to be installed (not at the sametime) but you'll need to send away for the 64bit install media kit.

As Valo said, you can either buy the 32 or 64 bit OEM license. Unfortunetly they are not interchangable.
