Vista Localisation

Ok, so VISTA ultimate is ludicrously priced here in the UK. I know someone going to the states soon, and I was going to get them to grab me a copy while they are there.

Firstly I was wondering does Vista handle localisation differently than any previous version of windows? ie. Is vista US different to Vista UK in any way?

When installing the product, does the UK version default to USA keyboard and language settings as with every previous version of windows?

So i can activate windows ok. But what about when I change hardware. If I have to phone mircrosoft to tell them I'm changing hardware, would the invalid support issue arise?
