I'm no expert on resolutions , but on a 46" !!

Would have thought you will need to view this from some distance to get a smooth pc resolution , and can that TV card support such a large screen ?

And by the way , you may want to add a graphics card to your list , i've found it helps the performance of a PC ? :D

On-board's fine for non-heavy gaming :)

& TV card has nothing to do with output :D

OP you planning to use the PC, rather display for day-to-day work or just media center & watching video & maybe even gaming? If the latter(s), then rig will be fine. But consider a C2D spec. Whats your maximum budget?

EDIT: The onboard GFX on that mobo, i.e. Intel Graphics Media Accelerator 950 can handle up to 2048x1536 (see here)

If it's a HTPC only I would consider a chip that runs cooler, those P4's run quite hot which means more aircooling (CPU/case) apart from that look fine, a basic 7300GS will do.

Does the TV tuner remote also control MC functions? If it doesn't then you'll need MS remote. Do you have a IR receiver also? (again bundled with MS remote)
