Do you mean UAC (User account control), the dialog boxes that pop up when trying to install or change things? If so, don't disable it, if the prompts really annoy you, TweakUAC is your friend, will stop the prompts but leave the other benefits of UAC in place.

I'd still leave it on though, it's a valuable security feature that shouldn't interfere too much unless you're using badly written programs (which isn't MS's fault)

like the idea of that, is it safe to use? anyone had any issues with it?
 
I use tweak-uac in silent mode. I used to turn UAC off, but it doesn't casue any problems once you disable the pop ups. You do still get some pops up tho, but nothing annoying as the constant ones when opening or installing programs. When you disable it you will need to go into the security center and and go to "change the way security center alerts me" and then click "don't notify me and don't display the icon". If you don't do that you get a pop up on your task bar saying a UAC feature is disabled.
