when im on desktop, i right click and select personalize
then the window appears and says " the page failed to load "
if i go control panel personalization i cant change desktop bground or customise colours " page failed to load "

I had a very similar problem, where if i right clicked on desktop and tried to click "Personalize" it would just flash up then vanish, i eventually found that a hotfix that was to do with Nero fixed it

You have to apply for it direct from microsoft via a link about half way down under the heading Resolution
Very strange to apply that hotfix when it doesn't mention any of the symptoms. But it did work lol
