Vista Startup Repair problems - HELP!.

I've just had my granddaughters laptop dumped on me.
It's running Vista and won't boot past Startup Repair.

I can't boot into Safe Mode or into Command Prompt without going into the Startup Repair Console. And the Startup Repair Console can't fix the problem. Is there any way to find the corrupted files and repair/replace them (if that is what the problem is) without having to reinstall?
