Vista takes long time to boot

I built a pc recently for a relative,

2gb ram
2.2ghz amd dual core
aliveXfire mobo
250gb hd
sapphire 2600pro
vista 64

I passed the pc to him to do all updates etc after succesfull build, but he comes back to me a couple weeks later to say that Vista takes over 40minutes to boot up, and once loaded it is impossible to use the all in 1 disc
that came with the mobo, (error reads 'can't execute kernel mode driver').

So he tries to install the Catalyst control centre and that also fails to install ,now cannot be removed from the system, hangs on uninstall.

System cannot be started in safe mode either.

I'm at my wits end with this PC, as I have no idea where to go from here, Asrock have NO useful drivers on their site and I cannot find anyone having a similar problem to the one experienced.

Can ANYONE help me?
