Vista Taking AGES! to open a exe file ??

Alright guys!

recently i have noticed that when i download a file and try to install it vista takes ages to open that file to install.

i downloaded a 300mb file and wanted to install the program and double clicked it but it took about 10min to open.

ive just downloaded a 1.6GB file and again try to install that and it just is taking ages like its Scaning the File?

there is a smybol of the anti virus shild thing next to all the exe files if you get me.

Can anyone help?

evantually i get a UAC prompt, think if i turn it off it would open straight away ?

running avast but that doesnt scan it or anything. its the windows default logo next to the exes

i disabled the UAC and it opened instantly! supposse i better enable the UAC again
