Isn't IIS 7 in all editions but basic and Bitlocker in Business?

Bitlocker is only in Ultimate and Enterprise.

So isn't it a tad misleading to have them in the a survey of which Vista Ultimate features you use when they're not exclusive to Ultimate thus not a reason to buy it?

Not at all, because all the IIS 7.0 features are available in Ulimate and these are not available in Home Premium:

ODBC Logging
Windows Authentication
Digest Authentication
Client Certificate Mapping Authentication
IIS Client Certificate Mapping Authentication
FTP Server
FTP Management Console
