I have an acer vista upgrade disc from my old desktop. When i build my new desktop can i use this or do i have to buy a new vista oem disc. It seems like a waste of a vista disc if i have to buy new. Is there a way of transferring the license to the new one.

Unfortunately, that is the nature of OEM. You buy cheap because they are licensed to one machine. You might get away with it but strictly speaking you'll be breaking the licensing.. Refer to the Sticky in Software/Windows forums.
The best thing is that if you're in a habit of upgrading hardware, buy retail. Otherwise, if you only upgrade once every 3 or 4 years, buy OEM
