Is there any way to permanently disable this?

I saw a way (and used it) in Beta2, but the same method hasn't worked.

I'm using SP1, if it means anything.

Would love to be able to use apps such as ATItools, it's very annoying!

If it's a security function, then why's it only in the 64bit version?

No, an update removed this feature. You can still disable during startup though.
