You're better off with a second hand Quest 2 which can be got really cheap now the Quest 3 is out.
Vive has extremely low resolution, poor controllers, is wired, and you have to setup fixed base stations to do the tracking. Quest 2 is wireless, has great controllers, much better resolution and doesn't need a PC. (Though you can hook it up to a PC wired or wirelessly).
However if it has Index controllers then it might be worth getting as they are expensive and can be used with other better Steam VR headsets.
