Vlan questions...

I don't know much about Vlans but am able to learn if it is possible to do what I want.

One site, two distinct groups of users (group A and Group B), two broadband connections, shared infrastructure, and 2 devices to be accessed by both groups.

So, would I be able to set up a vlan for each group, A, B, and a third for the shared devices, and have it so that both A and B can access the devices in the third vlan?
 
yes you could but you need a layer 3 device to route IP between those VLAN's for the shared devices. Could use one of your routers to do this (if it has enough layer 3 interfaces) or if not set up what some people call "router on a stick" configuration with all 3 vlans configured on the switch and the router set up with subinterfaces. You'd need to add a static route to that shared subnet for the devices that had a gateway out the other router
