VoIP and USB Headset issue (Why does it mute?)

We have had a problem with some windows machines and skype headsets.

When we have the headset plugged in and we log the user in, it automatically mutes the headset, therefore the person on the other end cannot hear us unless we manually go into the windows volume control and un-mute it.

We have tried everything we can including driver updates, profile updates but still we get this problem. We have tried several headsets and still the same problem.

Anyone have any ideas?
