Voltage BIOS or CPU-Z ?

When people discuss voltage limits are they talking about bios or monitored? My o/c is only stable at bios 1.4v but shows as 1.36v in cpu-z and other monitoring s/w

Which should i be looking at for max voltage the reading from the h/w monitor such as cpu-z? If so how high should i cap it for a 930 I7 ?
 
They generally mean cpu-z under load. Multimeter is a better option.

Highest safe voltage is dependent on temperature, intended service life and the manufacturing faults in your particular chip. As high as possible using stock voltage, and if need be a little voltage over this is a conservative approach which should be entirely safe. A bit dull though.

There is no such thing as "maximum safe voltage".
