What is a suitable voltage for the E6600? Also, would it be beneficial to up the voltage of the northbridge?

Currently have RAM on 2.2v and CPU at 3.2GHz

1.35v is the Intel recommended max voltage, but under your Tuniq Tower 1.45v should be ok, just keep an eye on the temperatures.

Usually it is only necessary to up the voltage on the northbridge when you get problems at a high fsb or when using 4GB of RAM.

I got mine to 3.4 By dropping the Multi and upping the FSB to 425. MCH is +0.1v and voltage is 1.425. Of course it depends on your board and cpu . . . .
