SOC is the control portion of the CPU. Its not the chipset (a separate bit of silicon on the motherboard) and it's not the CPU core(s). Its voltage is a little bit like Intel's uncore voltage.
It doesn't have much impact on core overclocking - so long as it's set to a sensible voltage you can leave it while overclocking.
