Would running an e6300 at 3.0ghz with 1.3500v be undervolting it ?

would this cause the system to hang and therefore the only way to get it working again is CMOS reset ?

What does "CMOS CHECKSUM ERROR" mean when booting ?
 
I'd knock it upto 1.4v. 1.35 is stock voltage.

'CMOS CHECKSUM ERROR' can be caused by a few different things. But it's probably the low vcore atm.
 
CMOS Checksum Error is what you often get following a BIOS reset, it wouldn't be unreasonable to expect a E6300 to reach 3GHz on 1.35V, but stability test to make sure.

Im hitting 2900mhz on stock volts, all chips are different and CMOS Checksum error can be a variety of things, eg Battery is running out etc but is probably low volts in this case.
