Pure snake oil, Big Clive has looked at a few of these sorts of things on his you tube channel. In some cases the thinking behind these devices might have benefits in certain industrial applications but the domestic devices are point less.

Edit Edit: The other thing is if these things had a provable effect you'd probably find them integrated into consumer units. Given that energy consumption is now a key issue the electrical regs would probably require them to be fitted.
