Volume down not working - Nexus S

Title says it all. My volume down button stopped working. The volume up and power button both work though.

To be honest I'm not too bothered that it doesn't work because there are ways to bypass it. It's just my phone boots up in safe mode and doesn't allow me to use all my apps.

Does anyone have a way of fixing this?

Wipe data, and see if that fixes it? Usually the first port of call.

Factory reset? I've heard that makes no difference but I'll give it a try anyways.

Take it apart a little and see if the micro switch responds to something.

Well I done a factory reset and it's still in safe mode. Looks like I'll have to take it apart.

Opened it up and it's still not working. The buttons are clicking like it should. Nothing looks wrong or out of place but for some reason it won't work.
Will installing some sort of ROM take it out of safe mode? That's my only real issue to be honest.
