Volume normalisation ?

Any audio experts in here ? I have an audio file which is quite quiet, and I've edited in sections from a different file which a much louder. I'm using Nero Wave Editor, and I thought that "Normalisation" would smooth out the volume but it doesn't seem to ? The options I find by Googling seem to focus on getting a normalised volume across different sound files.

So the question is this - is it possible to in some way equalise the volume levels within a wave file ? If it is, is there any free software that might achieve this ?!
 
normalisation takes the peak of the file and makes it as loud as possible and increases the other parts by the same amount. There is a process to do what you want but the name escapes my right now :/
 
Dynamic Range Compression if memory serves (NOT to be confused with file size compression). Audacity can do this but its not an automagic process Im afraid.
